We are pleased to confirm that The Howard de Walden Estate has received planning consent on 1st October for developing 25 Wimpole Street (18-20 Harley Place) for research and development purposes (Class E (g) (ii)).

Situated in the heart of the Harley Street Health District this exciting development will provide over 10,000 sq ft of high-quality flexible research and development space at lower ground and ground floor level of 25 Wimpole Street (18-20 Harley Place) and the garden area that lies between these properties.

The site will also include two new residential flats at mansard roof level at 18-20 Harley Place to meet the residential demands of the area along with an increase in greening and biodiversity across the site at roof levels, and rear terrace levels that will be new to the existing residential flats at 18-20 Harley Place.

Securing planning consent was a huge achievement for Howard de Walden as this application has been highly controversial, due to the proximity to neighbouring residential properties and the loss of the private garden space (which is owned by Howard de Walden).

Summary of changes on new application.

  • The link building has reduced in height, the topsoil depth on the new green roof has increased to 1m and the structure of the building has changed from steel to concrete to allow for these changes.
  • The extension to the rear of 25 Wimpole Street has been omitted so less of the courtyard garden is being developed
  • The extent of the planting and “greening” of the lower garden has increased and additional areas of green roof are proposed to the roof of Harley Place and rear terraces at first floor level.
  • PV’s are proposed to the Wimpole Street Roof and the Harley Place roof.
  • The dormer windows proposed to the mansard roof extension at 18-20 Harley Place have been reduced in size.
  • The entrance at lower ground floor level (25 Wimpole Street) has been revised to be the main location for staff arrivals and deliveries to the new commercial space.
  • A platform lift is proposed within the front lightwell at 25 Wimpole Street with the railings at ground floor level to be adapted to suit.
  • A new holding area for deliveries at lower ground floor level is proposed.
